Central Point, Oregon – In the early morning of Monday, August 12th, 2019 a Harley Davidson motorcycle operated by Stephen Coolidge of Jacksonville Oregon collided with a cow in the roadway of HWY 238 (Rossanly Drive) right outside of Medford. Coolidge sustained fatal injuries from the motorcycle accident and was pronounced deceased.
Coolidge was traveling westbound on Hwy 238 also known as Rossanly at approximately 3:18 am heading west toward Hanley road when he struck a cow that was in the roadway. Oregon State Police Troopers and emergency personal from Medford Fire responded to the scene.
Oregon Department of Transportation and Oregon State Police closed the road to investigate the crash and clean up the wreckage. The road was reopened just before 6 AM. Oregon state police released a news release at 8:06 AM.

Oregon’s “Open Range” laws oftentimes prove very difficult to understand. ORS 607 defines when “Open Range” laws apply and what constitutes adequate fencing.
ORS 607.007 defines “Adequate fence” as a continuous barrier consisting of natural barriers, structures, masonry, rails, poles, planks, wire or the combination thereof, installed and maintained in a condition so as to form a continuous guard and defense against the ingress or egress of cattle or equines into or from the lands enclosed by the barrier. Natural barriers may include hedges, ditches, rivers, streams, ponds or lakes.
The animal owners may be liable if they were negligent in failing to exercise reasonable care in restraining or otherwise preventing livestock from being on public highways. Drivers should be able to assume that livestock would not be running at large on the highway.
